The construction of teaching materials is related to the Party's leadership over education, the prosperity and success of the cause of socialism with Chinese characteristics, and the long-term stability of the Party and the country. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 19th Central Committee, implement the guidelines and policies of the Central Committee on the construction of teaching materials under the new situation, and effectively do a good job in the publication and distribution of the national unified compilation of ethics and rule of law, language and history teaching materials (hereinafter referred to as the "three subjects teaching materials") for the 2018-2019 school year, the relevant matters are hereby notified as follows.
The publication and distribution of textbooks for the three subjects is related to the implementation of the central government's decision-making and deployment, and involves all aspects of thousands of households. All regions and departments must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, further enhance political awareness, overall situation awareness, core awareness, and alignment awareness, fully understand the significance of the publication and distribution of textbooks for the three subjects, be based on their own duties, stick to their posts, earnestly perform their duties, strengthen management responsibilities, and be responsible for protecting the soil, being responsible for protecting the soil, and being responsible for protecting the soil; it is necessary to strengthen communication and coordination, set the right direction, make overall plans, support and cooperate with each other, innovate work models, form a joint work force, and conscientiously organize the publication and distribution of textbooks for the three subjects. <
Press and publication administrative departments at all levels must firmly establish a sense of responsibility, and the main responsible comrades must take the lead, personally grasp the deployment, grasp the supervision, and grasp the implementation; they must study the key points of the publication and distribution of textbooks in the three subjects in the region, make a good work plan, clearly determine responsibilities, strictly supervise responsibilities, and hold serious accountability; in accordance with the requirements of the "Work Plan for the Quality Supervision and Inspection of Publishing and Printing of Teaching Materials for the National Unified Compilation of Ethics and the Rule of Law, Chinese and History in the 2018-2019 Academic Year", effectively strengthen the supervision, inspection, and management of the quality of textbooks in the three subjects, ensure the quality of all links such as editing and printing, and ensure that there are no dead ends or flaws in market management; it is necessary to strengthen communication and coordination with local education, price, finance, and other relevant departments,
All publishing, printing and distribution units are the first responsible subjects for doing a good job in the publishing, printing and distribution of textbooks for the three subjects. They must actively do all work in strict accordance with relevant laws and regulations to ensure the quality and effectiveness of work. They must improve the informatization, standardization, intelligence and intensification level of enterprises, standardize the management of various processes, establish internal work division coordination mechanisms, quality assurance mechanisms, accountability mechanisms, and real-time detection mechanisms. They must actively adapt to new situations such as the increasing number of publishing and printing tasks for textbooks for the three subjects, and further improve the work plan and emergency plan to ensure that "books arrive before class, and everyone has a copy".
All relevant publishing and distribution units should take the initiative to communicate with education departments, primary and secondary schools and other relevant units, cooperate with each other, unite and cooperate, formulate effective measures, and jointly do a good job in ensuring the supply of textbooks for the three subjects; to establish and improve a new mechanism for textbook services, improve the quality performance appraisal work system for textbook services, and further improve the quality level of textbook publishing and distribution services; to establish a long-term mechanism for work, innovate service models, improve service accuracy, and ensure service timeliness; to establish a rapid service response mechanism, and actively respond to various issues of concern to school parents. Problems found in social supervision should be solved immediately; publications other than the catalogue of teaching books should be strictly prohibited.
According to the Compulsory Education Law of the People's Republic of China, the price of textbooks for three subjects shall be determined by the price administrative departments of the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government in conjunction with the publishing administrative departments at the same level in accordance with the principle of low profit. The press and publication administrative departments of all provinces, autonomous regions and municipalities directly under the Central Government shall actively cooperate with the price administrative departments to do a good job in adjusting and managing the price of textbooks.
Textbooks for three subjects must be produced and printed by green printing enterprises with publication printing licenses. Publishing and printing units shall publicize the subject situation, paper standards, printing specifications and other information of their publishing and printing textbooks to the public on the website of the unit before the start of each semester; Strictly implement the National Quality Standards, establish a sound responsibility system and supervision system, and ensure the quality of textbook publishing, paper, printing, etc.

After research, the work plan for supervision and inspection of the quality of publishing and printing of the national unified compilation of ethics and rule of law, language and history textbooks (hereinafter referred to as "three subjects textbooks") for the 2018-2019 school year is as follows.
(1) The editing and proofreading quality, printing quality and environmental protection quality of the three textbooks for the 2018-2019 school year;
(2) The content quality, editing quality and printing quality of other primary and secondary school textbooks and primary and secondary school teaching aids listed in the "Recommended Catalogue of Primary and Secondary School Teaching Supplementary Materials" in various places in the 2018-2019 school year shall be implemented by reference.
(1) Content quality and editing quality inspection include: main text, cover (cover one, cover two, cover three, back cover, seal, sheath, envelope, waist seal, spine), title page, preface (or preface), postscript (or postscript), catalog, illustrations and their text descriptions, etc. The random check of the body part must be continuous and not less than 100,000 words, and the whole book must be checked if the number of words is less than 100,000 words.

The main points of content quality inspection include: whether it violates the provisions of the "Publishing Management Regulations"; whether it has the qualification to publish primary and secondary teaching auxiliary materials; whether the content is scientific and rigorous, and whether the knowledge and concepts imparted are correct; whether it is in line with the actual practice of education and teaching, and whether it is conducive to solving the actual problems of education and teaching.
2. The key points of editing and proofreading quality inspection include: whether the language and characters comply with relevant laws, regulations and standards, and normative requirements; whether the expression of the writing is smooth and logical, and whether the text, punctuation marks, and word choices are standardized; whether the content and topics of the teaching aids used in conjunction with the textbooks match the textbooks; whether the usage of quantities and units, numbers, characters (including foreign language and alphabet words), foreign language spelling, and Hanyu Pinyin is standardized; whether the layout and style of the whole book are uniform.
(2) Printing quality inspection includes: the appearance of the finished product, graphic printing and post-press processing.
(3) Environmental quality inspection includes: benzene, ethanol, isopropyl alcohol, acetone, butanone, ethyl acetate, isopropyl acetate, n-butanol, propylene glycol methyl ether, n-propyl acetate, 4-methyl-2-pentanone, toluene, n-butyl acetate, ethylbenzene, xylene, cyclohexanone and other 16 volatile organic compounds and antimony, arsenic, barium, lead, cadmium, chromium, mercury, selenium and other 8 transferable elements.

(1) Randomly select 3% -5% of the varieties listed in the provincial review announcement catalogue for the 2018-2019 academic year for editing and proofreading quality inspection.
(2) Each sampling site selects 10 varieties of teaching materials, including first-grade Chinese, first-grade ethics and rule of law, second-grade Chinese, second-grade ethics and rule of law, seventh-grade Chinese, seventh-grade history, seventh-grade ethics and rule of law, eighth-grade Chinese, eighth-grade history, and eighth-grade ethics and rule of law; randomly selects 3-5 varieties of teaching aids.
(3) 10 copies of each variety are selected for printing quality inspection in schools (primary and junior high schools) and bookstores; each variety is sampled according to the inventory in the printing unit according to the standard, and the printing quality batch quality inspection is carried out. 8 copies of each variety are selected for environmental quality inspection.
(1) Content and the quality of editing and proofreading. Content quality: The content must comply with the provisions of the "Regulations on the Administration of Publishing", be scientific and rigorous, conform to the reality of education and teaching, and be conducive to solving the practical problems of education and teaching. Editing and proofreading quality: Books with an error rate of not more than 1/10,000 shall have a qualified editing and proofreading quality. Books with an error rate of more than 1/10,000 shall have an unqualified editing and proofreading quality. The judgment of book editing and proofreading quality errors shall be based on the laws and regulations officially promulgated by the state, national standards and industry standards formulated by relevant industries. The calculation of the error rate of book editing and proofreading quality shall be carried out in accordance with the "Calculation method of book editing and proofreading quality error rate
(2) Printing and environmental protection quality. The judgment grades are divided into "qualified" and "unqualified". Printing quality: The quality of a single volume is judged according to the standard, and the batch quality is judged according to the quality judgment results of a single volume and "Paper for Primary and Secondary School Textbooks, Printing Quality Requirements and Inspection Methods" (GB/T 18359-2009). Environmental protection quality: The content of 16 volatile organic compounds and 8 migrable elements is measured according to the standard. If one or more exceed the limit, it is judged to be unqualified.
(1) The publishing (distribution) unit shall conduct self-inspection on the printing quality of the three-subject textbooks published (distributed) by the unit, as well as the content quality, editing quality, and printing quality of the teaching aids for primary and secondary schools listed in the catalogue of provincial evaluation announcements.
The printing unit self-checks the printing quality of the teaching aids of the teaching materials printed by the unit.
(3) The self-inspection locations shall be determined by the unit itself, and the number shall not be less than 5% of the locations that can be inspected by the unit, or not less than 10.
(4) Summarize and analyze the inspection data results, form a summary report, and report it to the provincial (regional and municipal) press and publication administrative department within one week after the start of school.
(1) The administrative press and publication departments of all provinces (autonomous regions and municipalities) are responsible for organizing the printing quality of the three subjects textbooks in their respective regions, as well as the content quality, editing quality, and printing quality of the teaching aids for primary and secondary schools listed in the recommended catalogues of various regions.
(2) The scope of sampling inspection includes: textbooks and teaching aids published by publishing units in the region, printed by printing units in the region, and distributed and sold in the region.
(3) All provinces (autonomous regions and municipalities) randomly inspect all teaching aids publishing units in their own regions; randomly inspect 3-5 printing units; randomly inspect 3-5 cities, and each city randomly inspects 2-3 primary schools, 2-3 junior high schools, and 2-3 bookstores.
(4) The sampling inspection work is carried out simultaneously with the printing, publishing and distribution of teaching aids.
(5) Provide supervision opinions to the regions and units that have found problems, and urge them to rectify.
(1) The Planning and Development Department shall take the lead in coordinating the national quality sampling inspection work. Among them, the editorial and proofreading quality sampling work shall be the responsibility of the Publishing Management Department, the printing quality and environmental protection quality sampling work shall be the responsibility of the Printing and Distribution Department, and the specific work of sampling inspection shall be undertaken by the Publishing Product Quality Supervision and Testing Center.
(2) Conduct random inspections of not less than 30% of provinces (autonomous regions and municipalities) nationwide. Each province (autonomous region and municipality) randomly checks 2 prefectures and cities, and each prefecture and city randomly checks 1 primary school, 1 junior high school and 1 bookstore.
(3) The national sampling work is carried out simultaneously with the local sampling work.
(4) Summarize and analyze the inspection data results, form a summary report, and promptly feed back the problems found to the provincial (autonomous region, municipal) press and publication administrative departments, and put forward rectification opinions to urge implementation.
